This makes me think of a different, much simpler game I've played called "Democratic Socialism Simulator", where you play a president over one or two terms and have to make choices, as posed by your advisors, about everything the government might interfere with, from war budgeting to forgiving student loans and everything in between, Your choices affect your support from voters, labor unions, CO2 emissions, and other gameplay aspects. I think it would be really interesting to see government in Civ run similarly, to add nuance to the political issues that rise within a society and to give the nameless citizens of your civilization a voice.
